Display image using loacation info from database?

My need is to have a regular image displayed on a web page where user
only can see a reference to database record id.

Image is not saved in database but its file name and location is.

To crarify it is not a link but only displayed image on a page.

Usually this would be made using a cgi app myt can pear do the same?
