Cannot Access Pear Help in Terminal

My Setup is Mac OSX 10.5.8

PEAR is installed on my local machine at:
/Library/WebServer/Documents/PEAR/PEAR

I've been able to install some packages.

In terminal when I enter 'pear help' the following message is returned:
Could not open input file: /usr/local/PEAR/pearcmd.php

In php.ini the include_path was set by the installer to:
include_path=".:/Library/WebServer/Documents/PEAR/PEAR"

So, where does /usr/local/PEAR/pearcmd.php come from? What do I need to change, and where, if not in php.ini?
